These forces depend on structure of substance ,nature of bonding and intramolecular force.

Gases share weak vander vaal forces between the molecules and gap between two molecules of gases is very high resulting in weak cohesive forces.

On the other hand,Liquids share strong intramolecular forces like coulambic forces,hydrogen bonding and strong sticking like property due to high surface tension.So cohesive forces between liquid molecules is greater than that of gas molecules.
