why is it that chloro-3,5 dinitrobenzene not undergo a reaction WITH CH3nh2?

Due to -M effect of nitro groups and +M effect of chlorine, carbon atom in 1st position has partial negative charge, thus, it could not be attacked by lone electrone pair of methylamine amino group.
