That is depend on a type of a reaction the carbonyl compound is involved in. For example, if we consider nucleophilic substitution at the carbonyl group, then acid chlorides would be more reactive towards RO^- attack than acid anhydrides, esters and amides, but ketones would be unreactive at all.
