The compound A will be more active towards dehydrochlorination reactions due to the formation of the more stable intermediate state during the reaction:

Alkene with double bond near the tertiary carbon atom is more thermodynamically stable than alkene with double bond near secondary carbon atom. Greater stability also leads to the faster formation of the final product in the case (A) than in the case (B). The (C) case will be least active in the dehydrochlorination reactions.
