Dechlorination of A substance will yield to formation of 2-methylbut-2-ene:

Dechlorination of B substance will yield to formation of but-2-ene

Dechlorination of C substance will yield to formation of propene;

2-methylbut-2-ene is more substituted than but-2-ene and than propene. So the A substance will readily undergo dechlorination
