When acid, especially sulfuric acid, is mixed with water the solution is considerably heated. Moreover, it can be so hot that starts to boil and spay around. Therefore, the acid is added to water with small portions. Although this mixture is also heated, but the exothermic effect is less than in previous case, when water is added to acid. If the solution is spilled during the dilution, it is not so dangerous because of low concentration of acid.
