1) The dipole moment is a measure of the separation of positive and negative electrical charges within a system, that is, a measure of the system's overall polarity.

2) As long as RuBisCO enzyme molecule does not have absolute symmetry, and the charges are unevenly distributed in the molecule, there will be some parts whith more positive or more negative charge. However, there will be more than 2 of such parts, and molecule will not be a dipole, and only in approximation we can consider it as one.
