Usuallyreaction between alkenes and HBr is electophilic addition. But when H2O2 is added, reaction will have another mechanism - radical addition (because when HBr reacts with H2O2 bromine radicals are formed). Due to a change of mechanism, anti-Markovnikov's product will form: 1-bromo-2-methylcyclohexane. The product is a racemic mixture (1:1 cis- and trans-).
