2ClO3- + N2+ 2H2O = N2H4 + 2ClO4-

The actual way of the reaction is from the right to left:

N2H4 + 2ClO4- = 2ClO3- + N2+ 2H2O

In this reaction N2H4 (N-2) is reducing agent, ClO4- (Cl+7) is oxidizing agent. Cl+7 is reduced to Cl+5, N+2 is oxidized to N0
