Acid-base titration is the best methods to measure hydrolysis of halogenoalkanes. Scheme of reaction halogenoalkanes with water:

R-Hal + H₂O---->R-OH + HHal

So you have HHal after hydrolysis, which can be titrated with NaOH or KOH in presence of some indiсator.
