Explain why the + charge of the carbocation always appears at the carbon of the (former) double bond that has NOT bonded to the electrophile.

CH2=CH2-CH2+ in this case of carbocation is stabilised by conjugation of double bond that means +ve charge dispersed by double bond it stabilised the + ve charge .

But in another case when positive charge attached to adjacent electrophilic center destabilised the +ve charge present to the carbon O=CH-CH2+ . Electrophilic center is a electron withdrawing nature that means it increases the +ve charge on adjacent carbon atom and destabilised the +ve charge.
