In case of 4-dimethylaminopyrdine

the basicity of a nitrogen increased because it is attached to a pi-donor

NMe2 group to the 4-position results in a  increase in basicity of the ring nitrogen 

Positive indictive effect of N(CH3)2 group

4-chloropyridine

In this case chlorine show electron withdrawing nature because it has high elctronegativity

It is less basic then 4-dimethylaminopyrdine

4-Dimethylaminopyridine show positive inductive effect and 4-chloropyridine show negative inductive effect
