chloro-4-nitrobenzene reacts with NaOH in these conditions. Explain.

When the reaction with chloro-4-nitrobenzene occurs, SNAr mechanism takes place, because Meisenheimer's intermediate is stabilized by resonance, which is impossible with regular chlorobenzene.
