Answer:
In water Al(NO3)3 dissociates into ions:
Al(NO3)3+H2O=Al3++3NO3−+H++OH−
But Al3+ with OH− ions tends to form a precipitate Al(OH)3. But we have strong acid in this solution and this doesn't allow to form aluminium hydroxide, because HNO3 reacts with Al(OH)3 to form aluminium nitrate.
That's why we have in the solution
Al(NO3)3+H2O↔Al(OH)2++H++NO3−
