-OZONE IS A TOP LAYER OF OUR EARTH.IT PREVENTS THE UV RAYS ON EARTH.
MY DOUBT IS THAT OZONE IS SAID THAT ITS A SECONDARY POLLUTANT AND REACTS WITH UNBURNT HYDROCARBON TO FORM PHOTOCHEMICAL SMOG.PLEASE CLEAR MY DOUBT

Yes, the ozone can form a photochemical smog in such way. Thus the leakage of natural gases into atmosphere should be eliminated to prevent it.
