10M solution will be the most conductive, 1M will be 10 times worse to conduct electricity, 0.1M will be 100 times worse to conduct electric current. When dissolved in water, HCL will decay into ions that conduct electrical current in solutions. The more of them, the better the conductivity (In very concentrated solutions, the dependence varies slightly).
