explain how you will be able to find the concentration of nickel sulphate in the river water.

Nickel sulphate is a colored compound. The greater its concentration, the more intensive color of the solution is. Therefore, its concentration in river water can be estimated by UV spectroscopy.
From the very beginning the calibration graph from a range of the solutions with known concentrations is produced (dependence of absorbance value on the concentration). After that the absorbance of river water is measure and compared with the calibration graph. Obtained absorbance value is used for the estimation of nickel sulphate in the river water.
