the final volume of the solution is 245.3 mL [(51.7g+200g)/1.026g/mL], not 381 milliliters.

Because
W=(51.7/251.7)*100%= 20.54 %, so density of 20.54 % ethylene glycol solution = 1.026 g/mL (from Dictionary of Chemistry)
Concentration [ppm] = weight/volume [mg/L]
245.3 mL = 0.2453 L
