Normally, in most places occasionally non swappy terrestrial areas, when water is poured on the earth surface, it may run off of directly go underground through infiltration if the surface has soil or through percolation if it's a rocky surface. The reason behind this occurrence is that such surfaces are not saturated with water.

Such water go deep down the earth surface upto a point where the earth is saturated with water and hence it can't go further. These waters accumulate at that level and no longer move downward forming what is called the water table.

In simple terms, a water table on the earth is a point where the underlying surface is water saturated and cannot absorb more water through either method.
