The reaction taking place is given as,
=> OH- + CO2 -------> CO32- + H2O
In the above reaction, we can see that we have 2 H in RHS. Hence making it 2 in LHS also.
=> 2 OH- + CO2 -------> CO32- + H2O
Since now both, the number of atoms of each element and total charge in each side of the reaction is same.
Hence the reaction is now balanced.
Hence the balanced reaction is,
=> 2 OH- + CO2 -------> CO32- + H2O
