Basically the question that you have posted is not complete, you have forgotten to mention the option of the above question.


But from my side I want to tell you that, The compounds which do not have lone pairs on central metal atom do not work as bases.For example in "PCl_5" the central atom that is "P" have no lone pairs of electron so it will never behave as base.
