NH3 is basic due to its conjugate NH4+ (acid). Water can either act as a weak base or acid so water is a stronger acid. Acidity increases as electronegativity increases. The Oxygen in water is more electronegative than the Nitrogen in ammonia, therefore water is more acidic.
