According to Graham's law of effusion rates of gases ,rate of effusion of a gas is inversely proportional to square root of its molar mass.

Molar mass of nitrogen is 28.01g/mol and He is 20.18g/mol

√20.18/28.01= 0.85

Therefore the ratio of rate of effusion of nitrogen to neon gas is 0.85
