1 mole of steam is equivalent to 22.4 litres of steam

So 960 cm3 of steam is 0.96/22.4 moles of steam

Reaction between hydrogen and oxygen producing steam is

2H2 + O2"\\to" 2H2O

So for every mole of steam produced we need half moles of oxygen or in terms of volume we say that for every litres of steam produced we need half litres of oxygen

So here we are given that steam produced is 960 cm3 so we need oxygen half of the volume of steam produced which is 960/2 = 480cm3
