Blood pressure is related to heart rate in that when the it drops the heart rate increases so that blood pressure can be stabilized.

If the heart rate of a person is increased it may or may not be certain that it's blood pressure would also be increased. Depending on the blood pressure an increase in heart rate may increase blood pressure while in other circumstances, it may not have any effect.
