why is seeing if a magnet is magnetic by seeing if a magnet sticks to it a bad test?

A magnet would stick to any ferromagnetic material, such as iron, even if this material is not a magnet itself. Hence, it is a bad test for a magnet. A good test would be to apply the piece of material in question to a piece of unmagnetized iron.
